Water Issues and Second Bathrooms

It may be surprising to some, but here in Monterey County one reoccurring question a Realtor will be asked by a buyer is, “Can I add a bathroom?” or “Can I add another sink in the bathroom?” Where does one find the answers to water issues for Monterey County?
